ABSTRACT

Cette étude concerne le département du nord-ouest d’Haïti et la partie nord du département de l’Artibonite. Les objectifs sont de :

Réaliser des consultations auprès de la communauté et des évaluations sur le terrain du nord- ouest et du Haut-Artibonite, autour des thèmes de la sécurité alimentaire et de la santé. L’objectif étant d’identifier les collectivités à risque, de comprendre comment fonctionne l’approvisionnement alimentaire, les mécanismes d’adaptation des ménages, etc.

Entreprendre une cartographie rapide des acteurs travaillant dans le domaine de la sécurité alimentaire et la santé et de recenser leurs programmes dans le nord-ouest et le Haut- Artibonite.

Travailler en coordination avec les ONG et le gouvernement haïtien afin d’identifier les domaines et zones d’interventions potentiels de CARE.

Identifier les besoins en ressources en évaluant les contraintes (humaines, financières, matérielles, logistiques) et les coûts (salaires, loyer, transports, taux de change favorables, etc.) associés aux opérations, nous permettant de fournir des options et des recommandations pertinentes pour une programmation stratégique.

Analyse SWOT avec les partenaires et les participants locaux (en prenant en compte l’évaluation de la capacité locale, les besoins prioritaires, la compétence et l’expérience de CARE).

Recommander des options appropriées pour le programme d’intervention, basées sur l’identification des causes sous-jacentes de la pauvreté.

This document is the third of three reports pertaining to a longitudinal evaluation of a local procurement school feeding pilot project in the Department of Nippes for the years 2015-2017. Until the end of 2017, the project was supported financially by the Government of Brazil (GoB). It is implemented with oversight and logistic expertise from WFP and the Haitian organization BND (Bureau de Nutrition et Developpement), the latter of which oversees quality and delivery of the food to the schools.

This study was commissioned by CNSA with the financial and logistic support of WFP and FAO. The objective was to examine the processes that NGO and governmental agencies employ to select beneficiaries of social assistance programs in rural Haiti.
